It's only when the site says you can't run it, you should look a little bit deeper. Youtube above all else. Your CPU+GPU+game, see results. If no results for your particular combination, then find videos of CPU+game and GPU+game. If no direct comparison, use another chip as a proxy for comparison.

The issue is GPU related, that's why forcing the fps to a specific range (I did 42-59) did solve the problem for me. There is another "fix" for the stuttering I found somewhere here- Browse to your mafia ii def. edition folder > pc > go for file properties of the game's exe> compatibility and check "disable fullscreen optimization". don't ask me what it does, but this fixed it for me.
